Maybe it was a scattergun approach to a genuine requirement... I didn't want to dismiss the possibility it was a real request here, but I don't actually believe it. (Especially given that their last activity on the forum was just over an hour after signing up, with no revisiting since.)

It was a pretty comprehensive list, likely prohibitively expensive for a single school. I'd wager they found an off-the-shelf that worked well enough.
