Personal apps for mobil?

I assume I know the answer to this, but:

If I wanted to make an app for my own personal use, on my own personal iPad, say, I still must go through the usual channels? In other words, what I can carry around on my MacBook Air I cannot just carry around on an iPad?

Apple won't allow installation on any i-thing without a paid developer account, even just to develop and test.
