Select next line every time app run

How would I select the next line in a text file every time an app is run? Basically, it's a tally. I'll start on selecting line 1 of the text file. Then the next time I hit select it'll select the next line. When the app is closed though and re-opened I'd like it to remember where it left off. Make sense. Having some issues (obviously noob...lol).
