Don't set the tools palette too high

A little thing, but drove me nuts for a while.

I wanted to maximize the working space on my monitor, so I shut off both ToolBar text and toolbar icons. I then set the top of my working stack and the toolbar itself to the top of the screen.

Try it. The upper tools cannot be selected at all, and lower ones think they are one line up. V. 6.7.4 on OS 10.9.
