I think a lot of the problem with the numbers involved (in particular for IDE contributions) stems from the fact that you really have to be intimately familiar with the code to make any useful contribution, without any easy way (documentation, structure details, guidance) to help make that step from being a LiveCoder to a LiveCode contributor.

Well, Yes, indeed.I believe they expected more involvement than they received.
However we all know about stick with no carrot.
I also think that the distinction between a Free version,
as it "completely and utterly free" and a Free version, as in
"you can pay for the thing by contributing in kind" was, perhaps,
not explicitly stated.
So:
1. Some sort of more obvious carrot.
2. Explicit statement re contributions.
3. Easy (as in EASY) way to contribute.
