Livecode for Windows Mobile

Hello, just a simple questions. I do know Livecode can make apps for Windows OS, does that include Windows Mobile 8.1 Devices (tablets/phones) also?

I forgot to ask, is there any ETA on when livecode 8.0 might come out so I can try out the windows 8.1 mobile support. Thanks
