New Docs Contributor forum

In a discussion on the use list the other day I outlined how it's possible to contribute to the docs without even cloning the repo to your local drive using GitHub's file editor. My suggestion is that the process be clearly documented and there be a new forum opened up with a Docs Contributor focus. BTW is it possible... or could it be possible to link release notes to dictionary entries so the dictionary could pull up any related release notes? Another thing I've been wondering is how you work out which release notes apply to which release? Are you diffing between the tagged releases to work out added files?

Speaking of new forums. I guess the forums could use a board for Docs contributions and for open source 3rd party libraries.
