Yes, I used LC 9.5.0 (stable) 4 APK's (1x ARMv7, 1x ARMv8_64, 1x X86, 1x X86_64). Set Minimum Android Version to 4.2
Is working fine with you? Try to create a new app and upload a test APK if you have time. I had no problem publishing the app a few months ago but this time it blocks uploads.
I've sent an email to LC dev team. I 'll update if I find anything helpful.

Which apk did you upload first? Maybe if you start with the 64 bit apk, Google will recognize that you are uploading multiple versions.

I uploaded the 32bit apk first. I also tested again with the new app creation but I got the same result.

So i've updated a stack and uploaded as update to the PlayStore today.
(a disatvantage of creating a test project in the Developers Console is that you can't get rid of it, you can only disable it).
I uploaded the ARMv7-32bit first, then the ARMv8-64bit, then the bundle x86 & x86_64 -->OK I added a piece of text why there is an update.
Then clicked Comfirm, then clicked Check, then i saw the Warning which i confirmed and then Implement-->OK And this confirms that the release complies to the 64bit requirement So the 32-bit warning you got Jellobus, tells me there is something going wrong on your end, but what it is, i don't know.
