Copyright status of IDE icons in LC 9.6.3
An Open Source version of LiveCode was released (the last version numbered as 9.6.3) and
I should like to know whether the interface icons in the revTools stack are copyright or not.

In jurisdictions where the national government is a signatory to the Berne Convention, everything not explicitly placed into the public domain has some form of copyright. The work's creator exercises these inherent rights through licensing terms defining their use.
For the elements of a given software release, refer to the license accompanying the package. IIRC the GPLv3 LC Ltd applied to that release has no exceptions for graphic elements, but if the terms are unclear you can check with the copyright holder.

Is your question about your licence to use the icons? For that I'd recommend consulting the licence that came with the version you're using.
