Why does LiveCode provide 32 bit downloads for Windows and Linux
while it does not provide downloads for any version of MacOS prior to 10.9?

32-bit compatibility in Windows is still supported by Microsoft; same with many popular Linux distros. Also, both Windows and Linux have fewer necessary changes than Apple requires to maintain compatibility with older versions of macOS. Compatibility with older hardware is simply not a priority with the OS vendor that depends on hardware sales for profitability.
