Has anyone created a mobile app for a community of parents?

I think you need to be rather more specific. What do you mean
by a "community of parents"? Do you mean parents whose children all go to one school,
or parents who all have children who suffer from congenital defects?

After all, anybody who has children is a parent, so your "community of parents" could mean almost anything.
