Do you mean an app created by LiveCode, or LiveCode itself? LiveCode is a development environment and only runs on desktop computers. The apps you create with LiveCode can be built for desktop computers, mobile devices, or web. Those apps can be used on your phone.

Since you did not mention iOs or Android check out these mobile lessons and pick what you need.
Follow the lessons, it exactly describes what you have to do to test/install it on your phone
