In all fairness, that post was from a couple months ago, before 18.04 was released. I'm pretty confident the team is aware that a new major LTS release is available.
I'm far less certain that a majority of Ubuntu users have already upgraded to the latest version in just two weeks. Keep in mind that LTS releases get 5 years of support, and many Enterprise customers, where Ubuntu has a strong presence, take full advantage of that. Indeed, even a fanboy like me is still using 14.04, due to app-specific configuration needs (a circumstance that thankfully ended a couple months ago, but I still won't have time to upgrade for another week or two).
Besides, the system won't prompt users to upgrade until after 18.04.1, the first maintenance release, which typically happens about 90 days after the major release.
The predictability of Ubuntu's release cycle and longevity of LTS releases are among its key features, and a great many users take full advantage of them.
