MenuBuilder Shortcut Assignment Issue

FWIW,
When building menus with the MenuBuilder tool, assigning cmd-X and shift-cmd-X shortcuts, MenuBuilder refused to accept a shift-cmd assignment for the same letter after creating a cmd assignment for the same letter. But if I did it in reverse order, assigning shift-cmd first, the cmd assignment WAS accepted afterwards.

I think that might be a bug in the Menu Builder.
