Another option maybe to use an email service that has a REST API.

With a bit of searching I found couple of old stacks for smtp but I don't think they will support TLS connections. If you are developing a desktop app how about using shell to call the curl command? Curl is already installed on MacOS and Linux(?), should be easy to install it on Windows.
