How to submit proposals for changes?

I made some proposals for changes to the Toolbar http://forums.livecode.com/viewtopic.php?f=67&t=28147 the Tool Palette http://forums.livecode.com/viewtopic.php?f=66&t=28162 and the Inspector http://forums.livecode.com/viewtopic.php?f=67&t=28184

Would someone tell me what is the right way of submit them to the community and eventually to the LiveCode team?

I suppose the best way is to go to the LiveCode Quality Control centre and enter an 'Enhancement' request instead of a bug report.
