My Summer project was to make a Mexican Spanish tutorial stack. There are free SAPI5 Spanish voices to download. If you'd like to try some Spanish, I would be interested in your experience installing a text to speech voice and suggestions for the stack. Terry
WINDOWS 7-10: Neuber has a free utility program at https://www.neuber.com/free/voicesinstaller/ that installs both the required Microsoft Runtime if not already present and the selected Microsoft voice directly from Microsoft, so you must be online to use it. The Mexican Spanish voice is "...(es-MX, Hilda)". I was successful with my Win7 PC, tested & scanned clean. Microsoft uses insanely long voice names.
revSetSpeechVoice "Microsoft Server Speech Text to Speech Voice (es-MX, Hilda)" --must quote full name of voice
revSetSpeechVoice "Microsoft Anna - English (United States)" --default
WINDOWS 8-10: Start > Settings > Language > Language > Install/Uninstall Languages, choose "...(es-MX, Hilda)" Spanish voice.
MAC X: Apple > System Preferences > Accessibility > Speech > TextToSpeech > Customize, choose "Javier" or "Paulina" Spanish voice.

and download links for the voices are lower on the page in an Update.

An alternative SAPI5 Mexican Spanish voice for Win7-10 & MacX is $35 "Miguel" at https://www.cepstral.com/store. Once installed, in the stack: Options > Spanish Voice..., select "Cepstral Miguel". I successfully tested a free trial version that adds a nag.
