Setup of Android on PC

I am trying to follow the Setup instructions that are here for PC installation:

But when I try installing the Android SDK, it says it's not installed. The Java SDK doesn't default to c:\windows\system32 like it seems like it's wanting to find it, I even uninstalled and tried installing to c:\windows\system32 and java.exe is actually in the directory but it doesn't seem to see it.

Can someone point me to any newer install directions for the PC?

did you choose Windows x86 or Windows x64? You will want to match the type of Windows you are running. So, if you're on 64 bit Windows use the x64 one, if you're on 32 bit Windows, use the x86 one.
