This seems like the critical piece to me--more about community organization than anything else. Some of the changes that could be made and be beneficial are simple. For example, the rulers in the IDE are a simple little element that could be improved in many different ways. Anyone with moderate LC knowledge should be able to improve them, integrate contributions and so on, without requiring GIT or SVN or whatever.
