The tool palette is on the list for an eventual redesign, if I remember right.

If they are going to try and stick 20 (or "a lot of"
) icons into one of the palette groups, I would guess they would have to redesign it just to keep it from running off your screen, either using drop-down groups or tab-groups with scroll-bars, like the power tools pics above or like the .net IDEs did. Or add another palette I suppose...
