Android Barcode Scanner and Google Play Service Services

I am using the Android Barcode widget and it worked for me on one phone but not on others, on some phones they have Google Play, Google Service installed but the isOperational property returns false.

On the other hand I have users of my application that do not use Google services, it would be possible to include the vision library in the application so that the user does not have to depend on the internet connection or the inconveniences that are generated in those who have the services from Google Play and it doesn't work.
