issues installing SDK

Hi I am not able to install the Android SDK.
I have followed the instructions carefully but during the install I get the message:.

"Failed to rename directory C:\Program Files (x86)\Android\android-sdk\tools to C:\Program Files (x86)\Android\android-sdk\temp\ToolPackage.old1.

A window pops up and suggests that the folder is being used. I have no other programs running and I have disabled all functions of my anti virus SW. I have also tried installing in a documents directory.

I have un-installed and deleted all Android SDK files and retried with the same error. This error occurs in 2 places of the installation.

If I try to compile for android in LC I get the "... could not compile application class" message.

What could be the problem?
