Trouble Importing a URL File

I am trying to import the following file and replace:

SUPPORTS_SHIFTER=0
with
SUPPORTS_SHIFTER=1

in

When I open the URL and place its contents into an edit field, all I get is Jibberish, yet notepad opens it fine.

Any ideas on where to go with this?

You may need to use textDecode on the incoming data, I imagine it's UTF8. If that doesn't work, paste what you see into a message here.
