On the Mac I found it by opening LiveCode and then going to Help--> Release Notes and the 6.1.1.-rc3 Release Notes PDF opened. I would presume it's the same on a Windows install.

I also noticed this, but I think it may be because it's a MobGUI Tab Button rather than a normal button. I just tried updating back to r22 within the Android SDK manager and testing the "Hello World" stack in the android emulator and got the "unable to build app" error message again.

Runs fine when I moved back to r21. I'm using LC 6.1.1 (rc2) on Mac OS X.

UPDATE: Came across a post saying that other people using Android SDK Tools r22 were having the same problem and not being able to create apk files. The fix was to go back to Android SDK Tools r21 by downloading the r21 SDK and copying the contents of the Tools folder to my installed SDK tools folde...
